Swiss air traffic control had tactically astutely announced staff reductions at the top level. Now, they've announced plans to lay off approximately 220 employees in Dübendorf and Geneva to make the company "financially and organizationally stable"Unflattering memories are resurfacing.

With Swiss air traffic control currently employing 1,464 full-time staff, this would represent a reduction of approximately 14 percent of the workforce. As it stands, this would be a massive blow. Skyguide intends to initiate a consultation process. Specifically, the operational air traffic controllers, highly qualified personnel in key safety positions, are not to be affected by the potential layoffs.

Tragic incidents such as the collision of two aircraft on July 1, 2002 – a Tupolev Tu 154M of Bashkirian Airlines carrying children invited by UNESCO for good school performance, and a DHL cargo plane of type 757-200, in which 71 people lost their lives at an altitude of 11,000 meters near Überlingen – are still remembered by large parts of the population around Lake Constance.

The cause was determined to be that the Skyguide Area Control Center in Zurich was understaffed at the time due to personnel cost-cutting measures. A Danish air traffic controller, who was murdered shortly afterward by the father of one of the Bashkir children, had to monitor two radar screens simultaneously during a night shift because a colleague took a .shortbathroombreak
Tragic events
During the approach of another aircraft to Friedrichshafen Airport, which also needed to be monitored, he had to repeatedly switch back and forth between two monitors located two meters apart. Furthermore, due to maintenance work at the ground control center in Zurich, some supporting air traffic control systems were unavailable, and several telephone lines to neighboring air traffic control centers in the region were down.

Compensation payments to the victims' families were considered insufficient by observers at the time. Winterthur Insurance, the liability insurer, did not endear itself to the public when it attempted to reclaim 60 percent of the approximately €2.5 million in compensation paid to the families of the DHL crew before the Konstanz Regional Court, alleging contributory negligence on the part of the Tupolev pilots. The claim was based on Skyguide's assertion that it had correctly operated its Air Traffic Control (ATC) according to generally accepted regulations.
Structural adjustments
So now, “structural adjustments” are planned in what remains a highly sensitive area. The proposed job cuts are to take place in two phases. In the first phase, from September to November 2026, up to 90 employees could be affected, according to company management. In a second phase, between May and June 2027, up to 130 further positions are likely to be eliminated.

The measures are due to growing economic pressure, rising personnel and system costs, uncertain revenues, European efficiency targets, and complex internal structures. Personnel costs in 2025 amounted to approximately 382 million Swiss francs, with total expenditures of 576 million. Skyguide aims to "increase its efficiency, reduce complexity, and focus its resources more strongly on its core mission"throughout this process "guaranteed at all times". Safety and operational continuity are non-negotiable for the Swiss air navigation service provider.
Natural fluctuation
Skyguide, according to sources at its Route de Pré-Bois headquarters in Geneva, is now examining all possible measures to avoid or reduce layoffs as part of the consultation process, together with its social partners and employee representatives. These measures are expected to include fewer new hires, early retirements, internal transfers, and a reduced use of external staff.

Skyguide launched the consultation process on May 19, 2026. It will last 30 days. Until June 18, 2026, employees, employee representatives, and unions can submit proposals to avoid layoffs or mitigate their consequences. The company will then decide on the next steps.
