DB intends to significantly accelerate the expansion of its infrastructure. Since track construction capacity is exhausted, digitalization and the ETCS and ERTMS train control systems are expected to provide relief, with Stuttgart and the Rhine Valley corridor in particular benefiting from faster frequency and an additional €1 billion.
In Berlin, an existing financing agreement for the digitalization of rail has now been increased from approximately €1.7 billion to approximately €2.7 billion. The funds now provided will be used, among other things, to modernize and digitize the infrastructure on the Rhine-Alpine freight transport corridor. The main line from the Dutch North Sea ports to Italy is to be equipped with the European Rail Traffic Management System (ERTMS). The system will make a significant contribution to facilitating cross-border rail traffic in Europe. Until now, locomotives, unless they are already equipped with multi-system technology, as is the case with BLS Cargo, have had to be equipped with a wide variety of national safety systems. With ERTMS, this will no longer be necessary.
DB also intends to invest approximately €307 million in further planning for the Scandinavia-Mediterranean corridor (ScanMed). This European corridor, which is also important for freight transport, is to be fully equipped with ETCS between Denmark and Austria by the end of 2030. This involves a total of 4,500 kilometers of track. Through intelligently networked data from infrastructure and vehicles, it is claimed, DB will be able to "completely reorganize" operations on the rail network and create up to the aforementioned 35 percent more capacity. However, this desired goal assumes that all legacy technologies will be replaced by the new electronic control system.
A further 83 million euros are available for the planning of the third building block of the Stuttgart Digital Hub. By 2030, train operations in the Stuttgart area, even beyond the end points of the S-Bahn lines, are to be controlled by digital technology. The core of the hub, together with Stuttgart 21, will go into operation with ETCS without signals as early as 2025 – this, it is said, will place the metropolitan region in a "global pioneering role."
Around eleven million euros in planning funds have been earmarked for the Cologne–Frankfurt/Main high-speed line. By 2028, DB plans to equip approximately 200 kilometers of track with ETCS and digital interlocking systems. This step will improve the quality and efficiency of train operations. At the same time, failure-prone systems and older interlocking systems can be completely replaced.
