Serious deficiencies at the Brenner Pass

Despite traffic control measures, nighttime driving bans, and construction sites, Bavaria continues to rely too heavily on road freight transport via the Brenner Pass. This is shown by surveys conducted as part of the "Climate-Friendly Brenner Transit" project by the Prien Logistics Competence Center. It's high time for a change of thinking.

Of course, there are also reasons for the shortcomings that cannot simply be attributed to the unwillingness of logistics service providers, but also stem from infrastructure issues and oversights of past decades. "The continued reliance on road transport is explained by longer transport times on the railways, frequent delays in freight trains, insufficient capacity, and high costs in combined transport," explains [name/title of speaker]

“There is also a frequent lack of information on how to switch to rail despite the many technological and organizational interfaces,” explains Bertram Bossardt, CEO of the Association of Bavarian Businesses (vbw), which participated in the study. At the same time, the issue of climate neutrality is increasingly coming into focus for companies. “After all, freight trains produce up to 80 percent less CO2 per ton-kilometer than trucks. Interest in rail is also growing because the stability of supply chains cannot be guaranteed solely on the road.”.

Tyrol has introduced extensive measures, including a sectoral driving ban, a night driving ban, stricter Euro class driving bans, and increased traffic controls, arguing that these measures are necessary to ensure the safety of the route in the Inn Valley and over the Brenner Pass, and to protect residents. Additionally, traffic metering measures have been implemented to reduce congestion. Thirty-eight days of block clearance were already planned for 2022.

The Bavarian study shows how the infrastructure along the Brenner railway line could be used more efficiently and in a way that is also more environmentally friendly and compatible with the needs of local residents. Brossardt: "We need not only faster line expansion and more terminal capacity, but also improved cost structures and more transparent information options to facilitate logistics planning.".

One approach is the development of a comprehensive information platform for shippers. To better inform the shipping industry about the existing rail transport options, short explanatory videos and orientation guides were developed as part of the project. "We are counting on government agencies to also support such projects that take into account the interests of both the economy and environmental protection.".

The overarching goal is a free, needs-based, and sustainable flow of goods across the Brenner Pass. "We are happy to contribute to this, but we also expect all parties involved to make concessions and, in particular, to lift the numerous traffic-restricting measures on the Brenner route as soon as possible," Brossardt concluded.

Christian Bernreiter, State Minister in the Bavarian State Ministry for Housing, Construction and Transport: “We need more freight traffic on the rails even before the Brenner Base Tunnel opens. To this end, the state government is pursuing numerous projects to shift transport to rail and to improve the efficiency of rail freight. It is also important that access to rail becomes easier for the shipping industry.”
